۱. سازمان بین‌المللی در صورتی مسئولیت بین‌المللی دارد که با تصویب تصمیم الزام‌آور برای اعضا، آنان را به ارتکاب عملی وادارد که اگر توسط خود سازمان انجام می‌شد متخلفانه بود.
۲. سازمان همچنین در صورتی مسئول است که با اجازه دادن به اعضا برای ارتکاب چنین عملی، تعهد خود را دور بزند و عمل به سبب آن اجازه انجام شود.
۳. بندهای ۱ و ۲، صرف‌نظر از اینکه عمل برای اعضای مخاطب تصمیم یا اجازه متخلفانه باشد یا نباشد، اعمال می‌شود.
۱. An international organization incurs international responsibility if it circumvents one of its international obligations by adopting a decision binding member States or international organizations to commit an act that would be internationally wrongful if committed by the former organization.

An international organization incurs international responsibility if it circumvents one of its international obligations by authorizing member States or international organizations to commit an act that would be internationally wrongful if committed by the former organization and the act in question is committed because of that authorization.
۳. Paragraphs ۱ and ۲ apply whether or not the act in question is internationally wrongful for the member States or international organizations to which the decision or authorization is addressed.
