۱. هرگاه امر مربوط به تفسیر قراردادی باشد که در آن قرارداد دولتهای دیگر غیر از طرفین اختلاف شرکت داشتهاند. دفتردار باید بدون درنگ مراتب را به اطلاع آن دولتها برساند.
۲. هر یک از این دولتها حق دارد که وارد محاکمه شود و در صورت اعمال این حق تفسیری که به موجب حکم دیوان به عمل میآید درباره او نیز الزامآور خواهد بود.
۱. Whenever the construction of a convention to which states other than those concerned in the case are parties is in question, the Registrar shall notify all such states forthwith.
۲. Every state so notified has the right to intervene in the proceedings; but if it uses this right, the construction given by the judgment will be equally binding upon it.
