مجمع عمومی میتواند هر مساله یا امری را که در حدود این منشور یا مربوط به اختیارات و وظایف هر یک از رکنهای مقرر در این منشور باشد مورد بحث قرار دهد و جز در مورد مذکور در ماده ۱۲ ممکن است به اعضاء سازمان ملل متحد یا به شورای امنیت یا به هر دو درباره هر یک از این مسایل و امور توصیههایی بنماید.
The General Assembly may discuss any questions or any matters within the scope of the present Charter or relating to the powers and functions of any organs provided for in the present Charter, and, except as provided in Article ۱۲, may make recommendations to the Members of the United Nations or to the Security Council or to both on any such questions or matters.
