۱- دبیر کل و کارمندان ملل متحد در انجام وظایف خود از هیچ دولت یا مقام خارج از سازمان کسب دستور نخواهند کرد و دستوراتی نخواهد پذیرفت. آنان فقط مسئول سازمان هستند و از هر عملی که منافی موفعیتشان به عنوان مامورین رسمی بینالمللی باشد خودداری خواهند کرد.
۲- هر عضو ملل متحد متعهد میشود که جنبه منحصراً بینالمللی مسئولیتهای دبیر کل و کارمندان سازمان را محترم شمارد و در صدد برنیاید که آنان را در اجرای وظیفشان تحت نفوذ قرار دهد.
۱. In the performance of their duties the Secretary-General and the staff shall not seek or receive instructions from any government or from any other authority external to the Organization. They shall refrain from any action which might reflect on their position as international officials responsible only to the Organization.
۲. Each Member of the United Nations undertakes to respect the exclusively international character of the responsibilities of the Secretary-General and the staff and not to seek to influence them in the discharge of their responsibilities.
