۱- به منظور تامین اقدام سریع و موثر از طرف ملل متحد اعضای آن مسئولیت اولیه حفظ صلح و امنیت بینالمللی را به شورای امنیت واگذار مینمایند و موافقت میکنند که شورای امنیت در اجرای وظایفی که به موجب این مسئولیت بر عهده دارد از طرف آنها اقدام نماید.
۲- شورای امنیت در اجرای این وظایف بر طبق مقاصد و اصول ملل متحد عمل میکند. اختیارات مخصوصی که برای انجام ظایف مذکور به شورای امنیت واگذار گردیده در فصول ۶-۷-۸ و ۱۲ بیان شده است.
۳- شورای امنیت گزارشهای سالانه و در صورت اقتضا گزارشهای مخصوص برای بررسی به مجمع عمومی تقدیم میدارد.

In order to ensure prompt and effective action by the United Nations, its Members confer on the Security Council primary responsibility for the maintenance of international peace and security, and agree that in carrying out its duties under this responsibility the Security Council acts on their behalf.
۲. In discharging these duties the Security Council shall act in accordance with the Purposes and Principles of the United Nations. The specific powers granted to the Security Council for the discharge of these duties are laid down in Chapters VI, VII, VIII, and XII.
۳. The Security Council shall submit annual and, when necessary, special reports to the General Assembly for its consideration.
