هر عضو مللمتحد که عضو شورای امنیت نیست میتواند بدون حق رای در مذاکرات مربوط به هر مسئلهای که در شورای امنیت مطرح است در هر مورد که شورای امنیت مسائل مزبور را در منافع آن عضو مخصوصاً موثر بداند شرکت کند.
Any Member of the United Nations which is not a member of the Security Council may participate, without vote, in the discussion of any question brought before the Security Council whenever the latter considers that the interests of that Member are specially affected.
