۱. سازمان مسئول باید مطابق قواعد خود همه اقدامات مناسب را انجام دهد تا اعضای آن امکانات لازم برای اجرای مؤثر تعهدات جبران را فراهم کنند.
۲. اعضای سازمان مسئول نیز باید اقدامات لازم مقرر در قواعد سازمان را برای توانمند کردن سازمان به اجرای تعهدات این فصل انجام دهند.
