۱. این فصل درباره مسئولیت ناشی از نقض جدی تعهدی که از قاعده آمره حقوق بینالملل عام سرچشمه میگیرد اعمال میشود.
۲. نقض زمانی جدی است که شامل قصور فاحش یا نظاممند سازمان مسئول در اجرای تعهد باشد.
۱. This Chapter applies to the international responsibility which is entailed by a serious breach by an international organization of an obligation arising under a peremptory norm of general international law.
۲. A breach of such an obligation is serious if it involves a gross or systematic failure by the responsible international organization to fulfil the obligation.
