دولتی که طرف این موافقتنامه نیست، یا دولتی که از طرف یک قلمرو گمرکی جداگانه که دارای استقلال کامل در انجام روابط تجاری خارجی خود و سایر موارد مقرر در این موافقتنامه است، عمل می کند، می تواند از طرف خود یا از طرف آن سرزمین، بر اساس شرایطی که بین آن دولت و طرف های متعاهد توافق می شود، به این موافقتنامه ملحق شود. تصمیمات طرفهای متعاهد طبق این بند با اکثریت دو سوم اتخاذ خواهد شد.
A government not party to this Agreement, or a government acting on behalf of a separate customs territory possessing full autonomy in the conduct of its external commercial relations and of the other matters provided for in this Agreement, may accede to this Agreement, on its own behalf or on behalf of that territory, on terms to be agreed between such government and the CONTRACTING PARTIES PARTIES. Decisions of the CONTRACTING PARTIES PARTIES under this paragraph shall be taken by a two-thirds majority.
