۱. دفتردار فوراً عرض حالی را که به موجب آن درخواست رای مشورتی به عمل آمده به تمام دولتهایی که حق اقامه دعوی در دیوان دارند ابلاغ مینماید.
۲. به علاوه دفتردار باید به موجب ابلاغ مخصوص و مستقیم به هر دولتی که حق اقامه دعوی در دیوان یا یک سازمان بینالمللی که به تشخیص دیوان یا در صورتی که دیوان به تشخیص فرد توانایی دادن اطلاعات لازم را داشته باشد اطلاع دهد که دیوان حاضر است در مورد موعدی که رئیس معین مینماید اظهاریههای کتبی دریافت یا بیانات شفاهی آنها را در جلسه علنی که برای این منظور تشکیل مییابد استماع کند.
۳. هرگاه یکی از این دولتها که ابلاغ مخصوص منظور در بند دوم این ماده نسبت به او به عمل نیامده است به دادن اظهاریه کتبی یا به بیان توضیحات شفاهی اظهار میل کند در مورد این تقاضا رای دیوان قاطع خواهد بود.
۴. به دولتها یا موسسههایی که لوایح کتبی یا توضیحات شفاهی دادهاند اجازه داده میشود که لوایح و توضیحات دولتها با سازمانهای دیگر را به طریق و در مدتی که در هر مورد بخصوص از طرف دیوان در صورت دایر نبودن آن از طرف رئیس معین میشود مورد بحث و اظهار نظر قرار دهند و برای این منظور دفتردار در مورد مقتضی اظهاریههای کتبی را به دولتها و موسساتی که خود آنها نیز اظهاریههایی تقدیم داشتهاند ارسال میدارند.
۱. The Registrar shall forthwith give notice of the request for an advisory opinion to all states entitled to appear before the Court.
۲. The Registrar shall also, by means of a special and direct communication, notify any state entitled to appear before the Court or international organization considered by the Court, or, should it not be sitting, by the President, as likely to be able to furnish information on the question, that the Court will be prepared to receive, within a time limit to be fixed by the President, written statements, or to hear, at a public sitting to be held for the purpose, oral statements relating to the question.
۳. Should any such state entitled to appear before the Court have failed to receive the special communication referred to in paragraph ۲ of this Article, such state may express a desire to submit a written statement or to be heard; and the Court will decide.
۴. States and organizations having presented written or oral statements or both shall be permitted to comment on the statements made brother states or organizations in the form, to the extent, and within the time limits which the Court, or, should it not be sitting, the President, shall decide in each particular case. Accordingly, the Registrar shall in due time communicate any such written statements to states and organizations having submitted similar statements.
