(الف) سازمان ملل متحد بدون رضایت ایالات متحده نمی‌تواند تمام یا بخشی از زمین متعلق به خود را در منطقه مقر واگذار کند. اگر ایالات متحده با واگذاری موافقت نکند، زمین مورد نظر را از سازمان ملل متحد به قیمتی که طبق بند (د) این بخش تعیین می‌شود، خریداری خواهد کرد.
(ب) اگر مقر سازمان ملل متحد از منطقه مقر منتقل شود، تمام حقوق، عنوان و منافع سازمان ملل متحد نسبت به اموال غیرمنقول واقع در منطقه مقر یا هر بخش آن، بنا به درخواست سازمان ملل متحد یا ایالات متحده، به ایالات متحده واگذار و منتقل خواهد شد. در صورت نبود چنین درخواستی، اموال مذکور به تقسیمات ایالتی که در آن واقع است و اگر آن تقسیمات نخواهد، به خود ایالت واگذار و منتقل می‌شود. اگر هیچ‌یک از موارد پیش‌گفته آن را نخواهد، مطابق بند (الف) این بخش واگذار می‌شود.
(ج) اگر سازمان ملل متحد تمام یا بخشی از منطقه مقر را واگذار کند، مقررات سایر بخش‌های این موافقت‌نامه که درباره منطقه مقر اعمال می‌شود، فوراً درباره زمین و ساختمان‌های واگذارشده متوقف خواهد شد.
(د) بهای هر انتقال موضوع این بخش، در صورت نبود توافق، ارزش عادله روز زمین، ساختمان‌ها و تأسیسات خواهد بود که طبق تشریفات مقرر در بخش ۲۱ تعیین می‌شود.
(a) The United Nations shall not dispose of all or any part of the land owned by it in the headquarters district without the consent of the United States. If the United States is unwilling to consent it shall buy the land in question from the United Nations at a price to be determined as provided in paragraph (d) of this section.
(b) If the seat of the United Nations is removed from the headquarters district, all right, title and interest of the United Nations in and to real property in the headquarters district or any part of it shall, on request of either the United Nations or the United States, be assigned and conveyed to the United States. In the absence of such request, the same shall be assigned and conveyed to the subdivision of a state in which it is located or, if such subdivision shall not desire it, then to the state in which it is located. If none of the foregoing desire the same, it may be disposed of as provided in paragraph (a) of this section.
(c) If the United Nations disposes of all or any part of the headquarters district, the provisions of other sections of this agreement which apply to the headquarters district shall immediately cease to apply to the land and buildings so disposed of.
(d) The price to be paid for any conveyance under this section shall, in default of agreement, be the then fair value of the land, buildings and installations, to be determined under the procedure provided in Section ۲۱.
