۴ موافقت‌نامه 1947 مقر سازمان ملل متحد میان سازمان ملل متحد و ایالات متحده آمریکا

(۱) تأسیسات رادیویی پخش‌کننده و گیرنده موج کوتاه خود، از جمله تجهیزات ارتباط اضطراری، که می‌تواند در همان بسامدها، در حدود تلورانس‌های مقرر برای خدمات پخش به موجب مقررات لازم‌الاجرای ایالات متحده، برای خدمات تلگراف رادیویی، تلکس رادیویی، تلفن رادیویی، تصویرنگاری رادیویی و خدمات مشابه استفاده شود؛

(۲) یک مدار نقطه‌به‌نقطه میان منطقه مقر و دفتر سازمان ملل متحد در ژنو، با استفاده از تجهیزات تک‌باند، که منحصراً برای مبادله برنامه‌های پخش و ارتباطات میان دفاتر به کار رود؛

(۳) تأسیسات کم‌توان، ریزموج و با بسامد کم یا متوسط برای ارتباط فقط در ساختمان‌های مقر یا ساختمان‌های دیگری که موقتاً مورد استفاده سازمان ملل متحد قرار می‌گیرند؛

(۴) تأسیسات ارتباط نقطه‌به‌نقطه، به همان میزان و مشروط به همان شرایطی که طبق قواعد و مقررات لازم‌الاجرا برای اپراتورهای آماتور در ایالات متحده مجاز است؛ مشروط بر اینکه آن قواعد و مقررات به نحوی اعمال نشود که با مصونیت منطقه مقر مقرر در بند (الف) بخش ۹ ناسازگار باشد؛

(۵) سایر تأسیسات رادیویی که به موجب موافقت‌نامه تکمیلی میان سازمان ملل متحد و مقامات ذی‌صلاح آمریکایی مشخص شود.

(ب) سازمان ملل متحد برای بهره‌برداری از خدمات مذکور در این بخش، درباره همه بسامدها و موضوعات مشابه، با اتحادیه بین‌المللی مخابرات، دستگاه‌های ذی‌صلاح دولت ایالات متحده و دستگاه‌های ذی‌صلاح سایر دولت‌های متأثر، ترتیبات لازم را برقرار خواهد کرد.

(ج) تأسیسات پیش‌بینی‌شده در این بخش، تا حدی که برای بهره‌برداری کارآمد لازم باشد، می‌تواند خارج از منطقه مقر ایجاد و اداره شود. مقامات ذی‌صلاح آمریکایی، بنا به درخواست سازمان ملل متحد، برای تحصیل یا استفاده سازمان ملل متحد از اماکن مناسب برای این منظور و گنجاندن آن اماکن در منطقه مقر، بر اساس شرایط و به روشی که در موافقت‌نامه تکمیلی مورد توافق قرار می‌گیرد، ترتیبات لازم را فراهم خواهند کرد.

(۱) its own short-wave sending and receiving radio broadcasting facilities, including emergency link equipment, which may be used on the same frequencies (within the tolerances prescribed for the broadcasting service by applicable United States regulations) for radiotelegraph, radioteletyp, radiotelephone, radiotelephoto, and similar services;

(۲) one point-to-point circuit between the headquarters district and the office of the United Nations in Geneva (using single sideband equipment) to be used exclusively for the exchange of broadcasting programs and interoffice communications;

(۳) low power, micro-wave, low or medium frequency facilities for communication within headquarters buildings only, or such other buildings as may temporarily be used by the United Nations;

(۴) facilities for point-to-point communications to the same extent and subject to the same conditions as permitted under applicable rules and regulations for amateur operators in the United States, except that such rules and regulations shall not be applied in a manner inconsistent with the inviolability of the headquarters district provided by section ۹ (a);

(۵) such other radio facilities as may be specified by supplemental agreement between the United Nations and the appropriate American authorities.

(b) The United Nations shall make arrangements for the operation of the services referred to in this section with the International Telecommunication Union, the appropriate agencies of the Government of the United States and the appropriate agencies of other affected Governments with regard to all frequencies and similar matters.

(c) The facilities provided for in this section may, to the extent necessary for efficient operation, be established and operated outside the headquarters district. The appropriate American authorities will, on request of the United Nations, make arrangements, on such terms and in such manner as may be agreed upon by supplemental agreement, for the acquisition or use by the United Nations of appropriate premises for such purposes and the inclusion of such premises in the headquarters district.
