۱- کلیه اعضای ملل متحد به منظور شرکت در حفظ صلح و امنیت بینالمللی متعهد میشوند که نیروهای مسلح و تسهیلات منجمله حق عبور لازم برای حفظ صلح و امنیت بینالمللی را بنابه درخواست شورای امنیت و بر طبق موافقتنامه یا موافقتهای خاص در اختیار آن شورا قرار دهند.
۲- موفقتنامه یا موافقتنامههای مذکور تعداد و نوع نیروها، درجه آمادگی و قرارگاه عمومی آنها و ماهیت تسهیلات و کمکهایی را که باید ارائه گردد، معین مینماید.
۳- مذاکرات مربوط به موافقتنامه یا موافقتنامههای مزبور به ابتکار شورای امنیت هرچه زودتر صورت خواهد گرفت. این موفقتنامهها بینشورای امنیت و اعضاء یا بین شورای امنیت و گروههایی از اعضا منعقد خواهد گردید و کشورهای امضا کننده باید آن را بر طبق مقررات قوانین اساسی خود تصویب نمایند.
۱. All Members of the United Nations, in order to contribute to the maintenance of international peace and security, undertake to make available to the Security Council, on its call and in accordance with a special agreement or agreements, armed forces, assistance, and facilities, including rights of passage, necessary for the purpose of maintaining international peace and security.
۲. Such agreement or agreements shall govern the numbers and types of forces, their degree of readiness and general location, and the nature of the facilities and assistance to be provided.
۳. The agreement or agreements shall be negotiated as soon as possible on the initiative of the Security Council. They shall be concluded between the Security Council and Members or between the Security Council and groups of Members and shall be subject to ratification by the signatory states in accordance with their respective constitutional processes.
