تا زمان لازمالاجرا شدن قراردادهای خاص مذکور در ماده ۴۳ که شورای امنیت به تشخیص خود قادر باشد مسئولیتهای مذکور در ماده ۴۲ را به عهده بگیرد امضا کنندگان ((اعلامیه چهار ملت)) که در ۳۰ اکتبر ۱۹۴۳ در مسکو به امضا رسید و فرانسه بر طبق مقررات بند پنجم اعلامیه مذکور به منظور اقدام مشترک به نام ملل متحد به هر عملی که برای حفظ صلح و امنیت بینالمللی ضروری باشد با یکدیگر و در صورت لزوم با سایر اعضای ملل متحد مشورت و توافق خواهند کرد.
Pending the coming into force of such special agreements referred to in Article ۴۳ as in the opinion of the Security Council enable it to begin the exercise of its responsibilities under Article ۴۲, the parties to the Four-Nation Declaration, signed at Moscow, ۳۰ October ۱۹۴۳, and France, shall, in accordance with the provisions of paragraph ۵ of that Declaration, consult with one another and as occasion requires with other Members of the United Nations with a view to such joint action on behalf of the Organization as may be necessary for the purpose of maintaining international peace and security.
