مقامات فدرال، ایالتی یا محلی ایالات متحده نباید برای رفت‌وآمد به منطقه مقر یا از آن، درباره اشخاص زیر مانعی ایجاد کنند: (۱) نمایندگان اعضا یا مقامات سازمان ملل متحد، یا سازمان‌های تخصصیِ تعریف‌شده در بند ۲ ماده ۵۷ منشور، یا خانواده‌های این نمایندگان یا مقامات؛ (۲) کارشناسانی که برای سازمان ملل متحد یا سازمان‌های تخصصی مذکور مأموریت انجام می‌دهند؛ (۳) نمایندگان مطبوعات، رادیو، فیلم یا سایر دستگاه‌های اطلاعاتی که سازمان ملل متحد، یا سازمان تخصصی مربوط، بنا به تشخیص خود و پس از مشورت با ایالات متحده، به آنان اعتبارنامه داده است؛ (۴) نمایندگان سازمان‌های غیردولتی که سازمان ملل متحد برای مشورت طبق ماده ۷۱ منشور آن‌ها را به رسمیت شناخته است؛ یا (۵) سایر اشخاصی که سازمان ملل متحد یا سازمان تخصصی مربوط برای انجام امور رسمی به منطقه مقر دعوت کرده است. مقامات ذی‌صلاح آمریکایی باید حمایت لازم را از این اشخاص هنگام عبور به منطقه مقر یا از آن فراهم کنند. این بخش شامل اختلالات عمومی حمل‌ونقل که طبق بخش ۱۷ باید با آن‌ها برخورد شود، نمی‌شود و به اعتبار قوانین و مقررات عمومی لازم‌الاجرا درباره بهره‌برداری از وسایل حمل‌ونقل لطمه نمی‌زند.
The federal, state or local authorities of the United States shall not impose any impediments to transit to or from the headquarters district of: (۱) representatives of Members or officials of the United Nations, or of specialized agencies as defined in Article ۵۷, paragraph ۲ of the Charter, or the families of such representatives or officials, (۲) experts performing missions for the United Nations or for such specialized agencies, (۳) representatives of the press, or of radio, film or other information agencies, who have been accredited by the United Nations (or by such a specialized agency) in its discretion after consultation with the United States, (۴) representatives of non-governmental organizations recognized by the United Nations for the purpose of consultation under Article ۷۱ of the Charter, or (۵) other persons invited to the headquarters district by the United Nations or by such specialized agency on official business. The appropriate American authorities shall afford any necessary protection to such persons while in transit to or from the headquarters district. This section does not apply to general interruptions of transportation which are to be dealt with as provided in Section ۱۷, and does not impair the effectiveness of generally applicable laws and regulations as to the operation of means of transportation.
